The times are a bit messed up, but that should sort itself out.
The looks will be changed once people agree on a few skins to install.
I think you can still apply, but I'll let the others confirm that.
And you upload avatars to a site like <!-- w --><a class="postlink" href="http://www.imageshack.us">www.imageshack.us</a><!-- w --> and then use the "avatar from site" option. We are using that option to not overload the server.
