You know I've been curious about that... For a while the banner has been... Well not there anymore... Is it just me not seeing it? Or is something been wrong for a while? Or am I just not doing something to 'fix' my set up?

Nah, the banner hasn't been set up, since...I forgot when actually.
It was around the time I'm assuming phpbb was out of date and most of the add ons were out of date.
Since Shadowfang is currently the only one that knows how to edit the coding, it has been put up.
